Health Disaster Management: Guidelines for Evaluation and Research

This one and one-half day workshop, sponsored by the World Association for Disaster and Emergency Medicine (WADEM), will introduce participants to the Conceptual, Structural, Operational, and Preparedness frameworks for the study of disasters and the responses to them. The Conceptual Framework provides the steps for the progression from the existence of a hazard to a disaster and includes the most appropriate terminology, descriptions of hazards, risks damage, changes in functions, emergencies, disasters, catastrophes, and the absorbing, buffering, and response capacities of a society-at-risk. The Structural Framework describes the longitudinal and transactional components of a disaster, and the Operational Framework guides one through assessments, definition of needs, planning, and responses (relief and recovery interventions) and the evaluations of their effects and impacts. Combined, these frameworks provide the terminology and structure to be used for research and evaluations of all aspects of disasters. The workshop consists of lectures, small group exercises, discussions and presentations, and applications to interpretations of the literature.

Marvin Birnbaum, MD, PhD, Editor-in-Chief, Prehospital and Disaster Medicine and WADEM Vice-President for Humanitarian Affairs, and Elaine Daily, RN, BS, FCCM, FAHA, Immediate Past-President of the WADEM Nursing Section will conduct the workshop.
